Where Does The Energy Go To When You Insert A Dialectric To A Capatitor?

When you insert a dielectric between the plates of a capacitor, the energy of the capacitor decreases.
1). Where does the energy go to to create the difference from before?
2). Also, what would happen to the energy if the capacitor remained connected to the battery and the dielectric was inserted?

My 1998 Dakota air conditioning works great for 15 minutes and then stops. The clutch is not engaged. The pressure and fluid is okay. If I turn it off for 5 minutes it will work for another 15 minutes. Is there some pressure switch that is not working?
